Is it possible to start params from the command line (on Linux) by using 'params -gui'? And on Windows by navigating to the bin dir in the File Explorer (default C:/AMS2023.103/bin) and clicking params.exe?

Params has no different requirements, but it does require a license. But you should get a license error popup if there is an issue there.
