This may mean that there's a 3rd-party firewall installed on the machine that blocks TCP/IP communication between processes inside the machine. If this is the case then I'd recommend disabling it and enabling the Windows Defender Firewall because it offers sufficient protection and does not interfere with AMS and Intel-MPI.
